- APPEALS FOR THE DC CIRCUIT REQUESTING THAT THE COURT REVIEW THE FCC
- ACTION IN DOCKET 87-14 DENYING RECONSIDERATION OF THE 220 MHZ
- ALLOCATIONS DECISION. THE PETITION SEEKS REVIEW ON THE GROUNDS THAT
- THE FCC ACTION WAS ARBITRARY AND CAPRICIOUS, AND AN ABUSE OF
- DISCRETION, AND REQUESTS THAT THE ACTION BE SET ASIDE AND THE MATTER
- BE REMANDED TO THE FCC. THE CASE, UNITED STATES OF AMERICA VS FEDERAL
- COMMUNICATIONS COMSSION, HAS BEEN ASSIGNED CASE NUMBER 89-1635 BY

- I was playing with my modern all-synthesized fancy Kenwood 140, listening
- mostly to Detroit Edison's nosier transformers and insulators, and
- trying to see if the noise blanker would do any good (it wouldn't)
- when I decided to give the little Yeasu FT-7 a try.

- Surprise of surprises, the FT-7 knocked S-8 line noise down to
- nothing and let the signals come cleanly through!

- Now, the 140 works fine on ignition noise and woodepecker noise;
- can't complain there. But why can't a modern $900 radio (or whatever
- they are now) compete with a 10-year old (at least) FT-7? All
- I can assume is that the TS-140 ignores very short noise pulses.
- Whatever it is, that settles it: I'm going back to my dream station...
- a pair of S-lines.

- TELEVISION--The Soviet Union has a new private television network called Nika
- TV. The company hopes to on the air regularly in about one year. Nika's
- president has already signed a contract in Hollywood for 5000 American films.
- Nika TV also plans to cover ecological and economic problems, music, and
- sports.

- SATELLITE-TV--There are two new Swedish cable-TV channels about to make an
- appearance. One is a pay-TV channel called SF Succe', set up between the
- American film company Warner Brothers and two subsidiaries of Sweden's
- Bonniers media empire, Svensk Filmindustri, which dominates film distribution
- and cinema ownership in this country, and Marieberg, which owns Sweden's
- biggest morning and evening newspapers. Warner Brothers is part of
- Time/Warner, the world's largest media company, and already dominates
- American pay-TV with Home Box Office and Cinemax.

- SF Succe' is to go on the air in December. It will be competing with two
- other pay-TV companies offering movies--FilmNet which broadcasts to the
- Nordic and Benelux countries using different subtitles for each country, and
- the new TV1000, owned by the same company that run the very successful TV3.

- Swedish industry has taken the first steps towards a new satellite-based
- commercial channel to be called TV4, expected to go on the air in September
- next year, broadcasting to both Sweden and Norway.

- ANGOLA--An Angolan station has been noted from around 21:15 hours on a
- frequency varying around 5324.5 kHz, probably Radio Nacional de Angola in
- Luanda, which used 4953 kHz for quite some time, then drifted around 4926-27
- kHz for a while before disappearing entirely. No doubt they are experiencing
- the same kind of transmitter problems that caused them to wind up near this
- spot about five years ago. (Bob Hill, USA)

- AUSTRALIA--A new study about Radio Australia calls for investments in new
- transmitters, as well as the development of new transmitter sites in
- Queensland, and outside Australia. In addition, beginning in December, the
- Radio Australia program schedule will reflect new target priorities in the
- south and southwest Pacific and Asia. (Radio Australia via BBC Monitoring)

- BOLIVIA--Radio La Plata in Sucre has been noted around 17:00 hours on 9710
- kHz. (Rolando A. Gimenez, Argentina) Radio La Plata is on the air from
- 13:00-19:00 hours on 9715 kHz. (Aboe Nawan Thaliep, Indonesia) The WRTH gives
- the frequency as 9716 kHz variable. (DX Editor)

- Radio Horizonte has been observed around 02:00 hours on 5160 kHz, which is a
- move from the 4518 kHz used earlier. (Ivan Gabriel Barrera in "Onda Corta",
- Argentina)

- ECUADOR--Radio Centro in Ambato is apparently a new station on shortwave,
- which has been heard around 10:00 and until sign off at 04:05 hours on 3290
- kHz, suffering from interference from Radio Tayabamba in Peru on the same
- frequency. Radio Centro in Ambato has so far been listed on 1130 kHz. (Ole

- Radio Baha'i in Otavalo has been heard 12:00-15:00 hours and 00:00-02:00
- hours on 4950 kHz with interference from Radio Televisi Malaysia on the same

- GUAM--The Adventist World Radio station KSDA has announced that it will
- install a third high power shortwave transmitter in 1990. With at least 100
- kW the new transmitter will be used to enhance AWR broadcasts to East Asia.

- English from KSDA at 16:00 hours has moved from 13720 kHz and can now be

- The Voice of Hope can be heard in English 04:00-08:00 hours on 15225 kHz. It
- temporarily uses the facilities of KFBS. (Semenov Anatol, Siberia, USSR)

- INDIA--All India Radio can now be heard in English to Australia and New
- Zealand 10:00-11:00 hours on 15335 and 21735 kHz, followed by a program in
- Thai 11:15-12:00 hours on 11850 and a new frequency of 21735 kHz. (Bob Hill)

- IRELAND--Atlantic 252 recently increased power on 252 kHz longwave to 500 kW,
- which makes it a lot easier to hear. At sign-off at 18:00 hrs, the station

- ITALY--Adventist World Radio in Forli is now on the air 06:30-07:30 hours on
- 7125 kHz and 07:30-14:00 hours on a new frrequency of 7230 kHz. English can

- NORTHERN MARIANA ISLANDS--Updating SCDX-2064, when we reported that KYOI in
- Saipan is to be renamed KHBI, now that the owner, the "Christian Science
- Monitor", is reorganzing programming, KHBI was to resume broadcasting
- October 7th after having been off the air for transmitter repairs.

- English programs are scheduled as follows: To South and South East Asia from
- midnight to 02:00 hours on 15435 kHz, from 02:00 to 0600 hours on 17865 kHz,
- from 10:00 to 12:00 hours on 15115 kHz, from 13:00 to 18:00 hours on 15385
- kHz and 22:00 to 24:00 hours on 15335 kHz. There are also programs in English
- to Australia and New Zealand from 08:00 to 10:00 hours on 17855 kHz and from
- 12:00 to 14:00 hours on 15285 kHz. (Vidjit Vijaysanker and Edwin Southwell)

- NORWAY--The Norwegian Students broadcasting station, UKE-Senderen, is
- broadcasting from Trondheim this year. Test transmissions began October 13th
- and regular regular broadcasts will be from October 20th to November 12th.
- The frequencies are medium wave 1485 kHz with 100 watts, shortwave 7225 kHz
- with l kW and FM 99.1 MHz with 100 watts. (UKE-Senderen Technical Director

- PHILIPPINES--FEBC, the Far East Broadcasting Company, can now be heard with a
- test transmission from 09:00-10:00 hours on 9800 kHz. This transmission
- carries the magazine program "Studio 10". (Babul Gogo, India)

- SEYCHELLES--A new DX program, called "World of Shortwave" can now be heard
- from FEBA Radio on Tuesdays at 15:15 hours on 15325 kHz. (Sanil Deep, and

- UNITED ARAB EMIRATES--The Voice of the United Arab Emirates has been noted
- with programs in English at 22:00 hours on a new frequency of 13605 kHz.

- INTERNATIONAL WATERS--After being boarded by the Dutch Navy in August, and
- closed down, Radio Caroline returned to the air on October 1st. The station
- can be heard from 05:00 to 17:00 hours on 558 kHz. The outlets on 819 and
